That said, I have a small 6 lbs chihuahua and it was too bulky for him. The top panel was fine, but the belly panel was too long and somewhat stiff. The fit was good when he was standing, but the belly panel would bunch up and push up toward his face when he sat down. It took some work to adjust all the straps, but once it was done, the fit was secure and the straps did not readjust themselves. I did not like all the buckles (3 of them), it was difficult to put on and take off with a young puppy. It may work well if your dog is calmer. I recommend this for a bigger and calmer dog. I also purchased the Eagloo Small Dog Harness to compare. It was also good quality and almost identical to the PHOEPET, except a little lighter and less bulky, 2 buckles around the torso and have to slip over the head.
