Is this actually made in China?

Are the tortilla chips made in China? Are you sure this question goes with this product?

On the back of these tortilla chips it states " contains a bioengineered food ingredient " which one is bio-engineered?

I saw that too. If that concerns you just now in 2023 you missed the memo 21 years ago when Michael Pollan released his book The Botany of Desire. I wouldn't lose any sleep over it. I'd be more concerned about protecting the chemicals that enter through the skin and drinking clean water without a bunch of chemicals in it. Some things are worth buying organic and non-GMO and some are not. Corn has been bioengineered to keep worms from destroying the harvest. What's toxic to bugs might be harmless to humans and vice-versa.

How do I report for price gouging? This has doubled in price since the last one I bought when it was $3.00 something not very long ago.

Hi, Amazon raises and lowers item prices all the time. I know about these chips, because I've bought them before like you..at a much better price. My recommendation is that we all avoid purchasing overpriced products. If enough people do that, they'll have food items wasting inventory space and tying up their money needlessly. I would not nor have I repurchased these since their ridiculous price increase...hope this helped you
