Is each tea bag individually wrapped in paper? I would like to give these out as favors for my daughters birthday.

Yes, each bag is wrapped individually. Each flavor has a different bag color, strawberry is red and lemon is yellow etc.

Are they wrapped in foil bags like Bigelow teas, individually?

Yes, each tea bag is wrapped individually, but they are not hard to open. You do not need a scissors.

Are the bags on tagged strings or seeping bags?

The bags are all separately wrapped, and each have tagged strings.
