There are three possibilities that come to mind. One, there is a closed valve or clog somewhere down the discharge line. Second, (and I think this is the most likely option? the lever that you flip to either fill or evacuate the bowl is not completely switched to the side that allows you to pump the bowl empty. Third, the lines have become so constrained due to calcium build up that a wad of toilet paper jams in the narrowed section of pipe and keeps you from pumping. Hope this helps.
