Hi, the shipping box sizes are approx 24.21"x11.61"x13.58".

Do front wheels turn with the steering wheel or that’s just decoration?

Yes, the front wheels turn with the steering wheel. Note: this truck moves by pushing on the ground with feet.

Has anyone used this in a sandbox?

My grandson has not used it in a sandbox but i am sure it would work just fine for that.
