Can I use this for baking?

no, it contains sugar, it's a cocoa/drink mix, not intended for baking.

Is this the original Cadbury chocolate product because the packaging is different?

As far as I know it is the original Cadbury chocolate. It had shipped from London & it took a while to receive it. It was very good!

The label says "may contain milk" so, no, it isn't reliably vegan.

Can i use water to mix?

We have always used milk, as the label directs. I do not think the product contains any dry powdered milk, so I would say no to mixing it with water.
