Does it come with a carrying case?

No, it does not come with a carry case. I thought about that when purchasing, but price is so good, and the quality is very nice... I decided that I would be able to purchase a bag and still be money ahead!!!!

Is it a heavy duty plastic like the little tikes toys? Will it topple over?

It can topple over and is not very sturdy for little ones. The wind has not knocked it over once assembled and our little dog did not push it over yet. The plastic is durable and easy to clean. It worked just fine for my office party and my teenager's backyard activities with friends.
