In other words, the product is 0% paper. You can safely ignore the "100% paper" description and base your purchase decision on other factors. For example, when filled up with all 25 12 gauge shotshells the brass rims of the shells overlapped, making it difficult to rapidly extract the shells from the belt. I solved this by removing every third shotshell; leaving 17 shotshells in the belt. For me this was good enough - considering the low price of the belt.
