does this come with wiring harness?

It does not come with a harness.

Are these both high and low or just high beam?

They have smaller daytime running lights that you would have to wire separately. You don’t need to use them. You can use them as just highbeam only they do not have a low beam. I am somewhat disappointed with the hardware that is supposed to be stainless rusting.

What wire does it have coming out of the round lights? Can I plug them in using the original fog light plug
