Can this be used for rindstones on card paper

No, it's not recommended for polystyrene .

Can this be used to stick pebbles to card

Good Morning Thank you very much for your message. Yes, E6000 adhesive would be suitable, but I would like to stress that it will take 24 hrs to cure, especially on card. E6000 Adhesive will be great for the pebbles not so much on card and paper but it you leave it and don't fiddle, it should be fine.
