Is this suitable for a newborn?

I would give it as a shower gift for a newborn .

Is it 17 inches from the sitting position or with the legs stretched down?

It is measured from the tip of the toes to the head while laying flat. He is stretched down.

Will newborn baby clothes fit this bear?

Very small clothes and little shoes yes they fit that will be absolutely adorable with little blue or pink balloons around his paws 🥰 Send me a picture 💕 Pawsome idea!
