How legal is this tool (primarily the blade) for use at home in England?

Legalities don’t apply for ‘use at home’ so it would be fine. As for the tool itself, it would not be legal to carry in public for any reason due its lock-knife design.

I received this tool today but I cannot unlock the blade to close it, despite the diagram and notes. Can anyone help please?

Hi, this multitool has a locking design to prevent accidental closure and injury during use. There's a piece down the side of the blade with a rough edge. Push it away from the blade and close blade down. As shown in the video.
