Is this producto water based

No its not water based, This product is not water soluble either, meaning that it takes a deep clean shampoo to remove the M3, that's why we have SH2 shampoo. You can use M3, then go for a surf, swim Etc. and it will not come out or need reapplying as it is water resistant

How strong is the scent?

There is really not much of a scent.
